PARK BOARD ROUNDTABLE MEETING

January 27, 2006

Present were Commissioners Al King, Howard Sharpe, John Gaffaney and Carol Herauf. Also present were Director James K= ramer, Park Operations Manager Bruce Kary, Recreation/Facilities Manager Kevin Klipfel, Golf Operations Manager Lyle Schoch, Attorney Mary Nordsven, and Joy Schoch, Clerk. <= /o:p>

Greens Superintendent Position – (= Attachment #1) – Director James Kramer started the discussion regarding this open position by referring to the different options that are currently available. He stated that the district could replace the position by advertising in ND, MT, SD,MN and internally.&n= bsp; He stated that we could also use the personnel that we have in place= to fill the position. Dire= ctor Kramer stated that it is his recommendation that we open the position up and take applications. Commissioner Mike Lefor made a motion to open this position and take applications. Motion duly seconded by Commission= er Howard Sharpe. Upon roll call vote, all aye. Motion carried.

Golf Course Restaurant Operations Update= (Attachment #2) - Director Kramer stated that it is time for the Dickinson Golf Associa= tion to renew all their licenses for liquor sales for the next year. Discussion was held on the pros an= d cons of having the operations as DGA or opening it up for bids. Discussion was also held on the ov= erall satisfaction of customers this year. Director Kramer noted that he thinks it will be a break even year as= far as finances go. After much discussion it was decided that it would be a good idea to check if there are any interested parties for restaurant operations. If there is no response we can fal= l back on the DGA. Commissioner Howa= rd Sharpe made a motion to request bids for the golf course restaurant operati= ons. Motion duly seconded by Commission= er Mike Lefor.&nb= sp; Upon roll call vote, all aye. Motion carried.<= /p>

Golf Course Irrigation – (Attachme= nt #3) - Director James Kramer stated that the information that he was waiting for= had not arrived. He will place th= is item on the agenda for Monday, December 12, 2005 Regula= r Meeting.

Dakota Fence Letter – Director Kra= mer noted that the letter attached from Dakota Fence is just FYI.

Community Center Survey – Director Kramer stated that the first annual West River Community Center Survey is a= ttached. They were very well received and w= e have good feedback from them. Kevin Klipfel stated that we have received over 400 back.

Textron Golf Cart Lease Option – Director Kramer stated that we need to make a decision on our golf cart lease. Our golf cart lease wi= th Textron has expired and we have the option to purchase our carts for $50,00= 0 or give them back. EZ-GO Corpora= tion has verbally offered $64,000 for the carts if we owned them. Commissioner Mike Lefor made a motion to purchase the carts and sell them. Motion duly seconded by Commission= er Carol Herauf. = Upon roll call vote, all aye. Motion carried.<= /p>

Commissioner Howard Sharpe made a motion= to advertise and accept bids for a new golf cart lease. Motion duly seconded by Commission= er Mike Lefor. <= /span>Upon roll call vote, all aye. Motion carried.<= /p>

Finances ̵= 1; Director Kramer noted that we have been thinking about getting proposals fr= om all the local banks for our accounts. We hope to have them by the first of the year.

Master Plan &#= 8211; Director Kramer handed out information regarding several companies who work with mas= ter planning. Discussion was held= .

2005 – Christmas Party – Director Kramer noted that the invitation is in the paycheck. It will be held at = the Dickinson Elks Club on December 16, 2005, beginning at 6:00 p.m.=

City Meetings – Discussion was held on the possibility of researching the consolida= tion of the Park District and the City.

Legal Counsel Report – Attorney Ma= ry Nordsven had nothing to report.
