PARK BOARD ROUNDTABLE MEETING

March 1, 2006

Present were Commissioners Howard Sharpe, John Gaffaney, Mike Lefor and Car= ol Herauf. Also present were Dir= ector James Kramer, Park Operations Manager Bruce Kary, Recreation/Facilities Man= ager Kevin Klipfel, Facility Operations Manager Bob Faulhaber, Golf Operations Manager Lyle Schoch, Golf Superintendent Steve Eastgate, Attorney Mary Nordsven, and Joy Schoch, Clerk.

CLAIMS – January 2006 Claims in the amount of $243,180.08 were presented for approval. After said claims were reviewed by = the Board, Commissioner John Gaffaney made a motion to approve said claims. Motion duly seconded by Commission= er Mike Lefor. Upon roll call vote, vote was:

Introduction of H= eart River Golf Course Superintendent – Director Kramer introduced the new superintendent. Steve Eastgate will begin employment with the Park District on March= 13, 2006. He most recently comes = from Bully Bullpit in Medora and has a extensive turf and maintenance background. He stated he is v= ery excited to get started.

Pro Shop Coordinator Agreement (Attachme= nt #1) - Director Kramer stated that it is time for the Park District to renew= the agreement with Kevin Bergman. The wording in the agreement stayed mostly the same except to name t= he Heart River Golf&n= bsp; course Operations Manager as the supervisor instead of the director. Director Kramer also asked that the Board to consider adding a clause stating that Mr. Bergman should be required to carry his own liability insurance. After discussion Commissioner Mike= Lefor made a motion to approve the 2006 Pro Shop Coordinator Agreement contingent upon Mary Nordsvens review and adding in a clause regarding Mr. Bergman bei= ng required to carry liability insurance.&nbs= p; Motion duly seconded by Commissioner Carol Herauf. Upon roll call vote, all aye. Motion carried.<= /p>

Community Action Agreement – (Attachment #2) - Director James Kramer stated the <= st1:PlaceName w:st=3D"on">West River Community Center cleaning service agreement has not changed except for the billing rate increased to $7.00/per hour and the term of the contract is now 3 months. After discussion Commissioner Mike= Lefor made a motion to approve the 2006 Community Action Agreement. Motion duly seconded by Commission= er John Gaffaney. Upon roll call= vote, all aye. Motion carried.=

Dickinson Baseball Club Agreement – (Attachment #3) – Director James Kramer noted that = the agreement has not changed from last year.&= nbsp; He also commented that Kevin Klipfel has done a great job working wi= th the different groups and keeping informed.= Commissioner Carol Herauf made a motion to approve the 2006 Dickinson Baseball Club Agreement. Moti= on duly seconded by Commissioner Mike Lefor.&= nbsp; Upon roll call vote, all aye. Motion carried.

Dickinson Baseball Club Concessions Agreement – (Attachment #4) – Director James Kramer noted that this agreement has also not changed from the previous year. Commissioner John Gaffaney made a = motion to approve the 2006 Dickinson Baseball Club Concessions Agreement. Motion duly seconded by Commission= er Carol Herauf. Upon roll call = vote, all aye. Motion carried.=

Tennis Bid – Additional Services Proposal – (Attachment #5) – Director Kramer noted that the $3,= 875 due on the proposal should come out of our $50,000 portion that we committed to. After discussion Commissioner Mike Lefor made a motion to approve the $3,875 payment to Ohls= on Lavoie Corporation. Motion du= ly seconded by Commissioner Carol Herauf.&nbs= p; Upon roll call vote, all aye. Motion carried.

WRCC – Cardio Equipment Lease R= 11; Director James Kramer stated that Vice President Ryan Beck from American St= ate Bank is at the meeting to discuss the lease agreement for the new cardio equipment. Ryan discussed tha= t the bank would be paying all the invoices for the equipment, the Park District would be paying a down payment and the annual payments will commence on Apr= il 1^st of this year. Commissioner Mi= ke Lefor made a motion to allow for Commissioner Howard Sharpe to sign the documents in President Kings absence. Motion duly seconded by Commissioner John Gaffaney. Upon roll call vote, all aye. Motion carried.<= /p>

Patterson Lake Disc Golf Course – (Attachment #6) Director Kramer noted that we received a request from the local Disc Golf C= lub, represented by Daryl Nodland regarding a new course a Patterson Lake. They will also be approaching the = Bureau of Reclamation and asking them for assistance. They would like to have a bigger, = more challenging course. They stat= ed that if the District would allow the course to be built it would generate revenue because individuals would have to pay the toll booth price to get through to play. The item was discussed.

Energy Services Group Agreement - (Attachment #7) – Director James Kramer stated that= the agreement from Energy Services Group is attached. Director Kramer went over the agre= ement and discussed what the benefits of having ESG come in analyze our facilities would be. Discussion followed= . He would like to see us add all of= our other properties to the agreement. It was decided that At= torney Mary Nordsven will need some time to look over the agreement.

Director James Kramer discussed the fact that he was notified yesterday that we will be receiving our $20,000 from t= he college next week. Discussion= was held on agrilime and which diamonds will be prepped.

Legal Counsel Report – Attorney Ma= ry Nordsven had nothing to report.
