PARK BOARD ROUNDTABLE MEETING

May 26, 2006

Present were Commissioners Al King, John Gaffaney, Mike Lefor and Carol Her= auf. Also present were Director James K= ramer, Park Operations Manager Bruce Kary, Recreation/Facilities Manager Kevin Klipfel, Facility Operations Manager Bob Faulhaber and Joy Schoch Clerk.

Textron Financial Agreement (Golf Carts) (Attachment #1) – Director Kramer reviewed the financial agreement for the new golf carts. The agree= ment needs board approval and signature by President Al King. Commissioner John Gaffaney made a = motion to approve the Golf Cart Textron Financial Agreement contingent upon Presid= ent Al Kings Signature. Motion du= ly seconded by Commissioner Mike Lefor. Upon roll call vote, all aye. Motion carried.<= /p>

Bank of the West Resolution (Attachment = #2) – Director Kramer reviewed the Bank of the West Resolution. The resolution needs board approva= l. Commissioner John Gaffaney made a = motion to approve the resolution. Mo= tion duly seconded by Commissioner Mike Lefor.&= nbsp; Upon roll call vote, all aye. Motion carried.<= /p>

Disc Golf Course Discussion- Director Kr= amer stated that there was a bit of confusion regarding the Dickinson Press arti= cle regarding the Disc Golf Course. He stated that while the individuals definitely support the lake course they w= ould also like to see the course at Jaycee Park stay intact. In speaking with the representative= s of Disc Golf it was decided that the best scenario would be for them to come = to our June Park Board meeting with a new proposal that possibly incorporates both parks. Director Kramer will c= ontact the group.

New City/Park District Retirement Plan – Director Kramer reviewed the changes that are taking place with our retirement plan. It is still = in the process of being finalized. W= hat we need is a letter from Dic= kinson Parks and Recreation requesting that we would like to participate in their plan. We also need to set our participat= ion percentage. The employees cur= rently in the plan are at 5%.

Cell Phone Service Plan – Director Kramer stated that we are currently with Nextel and have been for approxima= tely 2 years. The cost is approxim= ately $500.00 per month. Dire= ctor Kramer stated that he is looking for better service and is testing out different plans. <= /span>

Park Board Election/Officer - Portfolios – Director James Kramer asked if it was a good time for us to review = our portfolios? Are they necessary? Maybe we could change the outdated portfolios to have better substance? Discussion followed. It could be that four portfolios w= ould be better than five and rename them. That would allow the President to not have one. Discussion followed on what the fo= cus of the four portfolios could be. It was decided to have a special meeting after the election to decide this further.

DBC, Inc. – (Attachment #3) – Director James Kramer discussed that the Dickinson Baseball Club would like= to have a capital campaign to raise funds for field development. Discussion on what field was held.= It was decided that the board need= s more and would like a presentation from the Dickinson Baseball Club group. James will call and ask them to pr= esent at the next board meeting.

DHC, Inc. – (Attachment #4) – Director James Kramer presented information on the southside rink. The DHC group would like to utiliz= e the facility for practices and open skating for Hockey during the winter months. The compressor they a= re looking at is somewhat portable. The sport is growing and it is a group that is stepping up and provi= ding a lot of time and money to beautify the facility. Park Operations Manager Bruc= e Kary noted that he is not sure how but this has been tried in the past and it wo= uld be best if they do their homework. They need to place something over the top of the facility in order to stop the sun from doing damage to the ice.= Discussion followed. I= t was decided that the board needs more information and would like a presentation from the Dickinson Hockey Club group. James will call and ask them to present at the next board meeting.

Legal Counsel Report – Attorney Ma= ry Nordsven was not present at the meeting.

There being no further business to come before the Board the meeting was duly adjourned at 7:55 a.m.
